Expertise

Schafer’s research focuses on public management and decision making with a special emphasis on how stakeholders may affect managerial decision making. For instance, recent research explores the ways in which stakeholders can be included in decision making processes and the extent of their impact on decision making. Often she explores these issues in the context of local governance and environmental policy.

She teaches courses in public administration including public organization theory, strategic management and leadership in public bureaucracies.
