Her research centers on human rights, political violence, and the effects human rights advocacy can have on domestic political behavior.

Shelby is broadly interested in human rights and humanitarian intervention. Her specific research focuses on the interrelated processes of sanctions, diplomatic talks, and military action in state responses to human rights abuses and humanitarian crises. Some of her additional interests include shaming, repression, and the effects of INGO pressures on domestic politics.

My research explores the effects international organizations can have on human rights outcomes and political behavior. Currently, my projects examine how human rights naming and shaming can influence voting behavior, political survival of incumbents, and public opinion.
