"WITHOUT A CITY WALL": If in doubt, say China. Once again the country with the enviable reputation of feeding, clothing and housing 900 million people seems to have got things right. Rural produce is sold at high prices while industrial goods from the cities are pegged. The countryside still seems to matter. Report by DEREK BRYAN
